Robert Reich, Obama's Economic Advisor suggests using development of infrastructure to stimulate the economy. Take a page from FDR and do good for the community while employing people at the same time.

If so, my question is:
Where are these roads, bridges, buildings, equipment, etc. going to be?
I want to be sure to avoid using them.

- Can be done with the greatest speed possible
- Jobs will not go to high skilled people who are professionals
- Jobs will not go to white construction workers
